NEW DELHI: Few areas of Indian law have been surrounded by as much confusion, stigma and moral judgment as sex work. Ask an ordinary citizen whether prostitution is legal in India and the answer is often an emphatic “no.” Observe a police raid on a red-light area and one may easily conclude that everyone found there is a criminal.
