Following a March 16 incident in which two boats capsized off the coast of Henoko in Nago, Okinawa Prefecture, the Okinawa General Bureau of the Cabinet Office has decided to charge the captain of the boat that capsized first, the Fukutsu, with violating the Marine Transportation Law for failing to register his business as required. The charges will be filed at the 11th Regional Coast Guard Headquarters.
