North Korea appoints new defence minister

North Korea has appointed No Kwang Chol as the new defence minister. Kim Jong Un's regime has also made constitutional changes and removed unification-related clauses from the constitution. Despite expectations, no mention was made of scrapping a 1991 inter-Korean agreement. North Korea may await the US election results before changing its stance on South Korea.
