India stays out of IWT Neutral Expert meeting after Pahalgam attack

India has refused to participate in World Bank-mediated proceedings on the Kishanganga-Ratle hydropower dispute with Pakistan following the Pahalgam terror attack. Despite the Neutral Expert's insistence on proceeding with the November meeting, India reiterated its firm position that treaty provisions are inoperative. The Neutral Expert remains open to India rejoining the process.
