Endorsement: Yes on Prop. 5. It's too hard to raise local taxes and bonds
Requiring two-thirds support to pass local taxes for parks, housing, transportation and other public investments is undemocratic. Proposition 5 would lower the threshold to pass a local tax to a more reasonable 55%.
