Colorado is nearing another massive budget cut. Medicaid will take the brunt — and it may not be the last shortfall.
“We have a red-state budget and we have blue-state ideals, and that doesn’t work very well,” one observer said — forcing difficult budget choices every year for Colorado lawmakers.
