The independent Key Match Incident Panel has concluded that Chelsea should not have been awarded a penalty in their win over Crystal Palace, when Joao Pedros goal-bound shot was blocked by Jaydee Canvot’s arm; The Panel decided unanimously that the award of a penalty was wrong.
