Centre flags rural infrastructure bottlenecks, lack of jobs to state governments

The Centre has highlighted rural underemployment and infrastructure bottlenecks in tier-2 and -3 cities hindering job creation. State feedback is sought ahead of the National Conference of Chief Secretaries.
