$500 million Duluth redevelopment project in limbo
The city was counting on New York developer Lazar "Luzy" Ostreicher to build Incline Village with 1,200 housing units on the site of the old Central High School in Duluth. The city had backed Ostreicher based largely on his other investments in Duluth. Now one of those, Endi apartments, is in trouble.
