Surveillance footage shows a man lighting fireworks and starting a blaze at a New York federal building. Footage shows Arrabaca standing outside 26 Federal Plaza, where the FBI, Immigration and Customs Enforcement (ICE), and US Citizenship and Immigration Services have offices. He appears to set a bag on the ground, before using a barbecue lighter to ignite several fireworks, which start shooting towards the building.
