Said Awil Ibrahim pleaded guilty to two theft counts and agreed to pay $2.2 million in restitution. He also agreed to help prosecutors as they seek his codefendant Abdirashid Said, the alleged mastermind of an $11 million scheme against the Minnesota Department of Human Services.
